POSITION SUMMARY
Under general supervision, responsible for all Airport and Port Security communications, work order entries, security system oversight, CCTV monitoring, escort coordination and emergency response.  Provide emergency and non-emergency communications response to individuals and entities that request or require support services from Police, Fire, EMS, ARFF, FBO, or Security at Port San Antonio.

WORKING CONDITIONS
Work in a “close room” environment. General office setting and sedentary. Use of personal computing equipment, telephone, base radios, crash net phone, multi-function printer and calculator.  Manual dexterity, ability to lift 25+ pounds.

ESSENTIAL JOB FUNCTIONS
   -Coordinate day-to-day activities of Kelly Field through a 24-hour operations center.
   -Monitor security/emergency equipment and/or systems and closed circuit television monitors, and report breaches of security to security patrols and other appropriate personnel.
   -Answer emergency and non-emergency phone calls, determine nature of request and act upon phone call.  Initiate, and update Emergency Notification System during emergency and non-emergency situations.
   -Provide customer service to PASA employees, other governmental agencies and tenants by performing duties such as providing work related and emergency information.
   -Receive and relay of aircraft operations to AMOps as known.  Monitor Unicom frequency and process NOTAMs.
   -Process airport badges and airport driving documentation.
   -Monitor alarms and/or incidents requiring emergency authorities and record data to appropriate forms/logs.  Search for data on multiple applications.  Operate/monitor multi-channel radio, and audio/visual equipment.
   -Coordinate inter-departmental operations during emergency situations; coordinate internal and multi-agency joint response(s).
   -Coordinate the opening and closing of the airport (or portions of it) based on conditions, safety factors and/or emergencies.
   -Inspect facilities and ensure safe operating conditions via closed circuit television monitors.
   -Question callers to determine the nature and location of situations being reported; extract and record essential information, as appropriate.  May provide routine non-technical information upon request and shall refer all other questions to the proper PASA individuals or department.
   -Dispatch all emergency management communications in accordance with standard operating protocols and procedures, to include, but not limited to, aircraft alerts to security-related calls for service to personnel, according to priority and availability of field units; and all medical calls for EMS response.    Coordinate back-up units and/or other agency assistance as required.
   -Coordinate disabled aircraft support/removal in the case of disabled civil aircraft.
   -Comply with Federal Communications Commission (FCC) regulations and department policies/procedures in the transmission of all radio communications; monitor the activities of dispatched units; and receive and transmit updated information as it is received.  Maintain strict radio discipline at all times.
   -Retrieve and accurately relay information to field units, airport operations, maintenance and other non-public safety unit, as requested/required.
   -Enter all incident data into computer-aided dispatch system(s).  Maintain various automated and manual logs.  Record and file information related to call-taking and dispatching activities.  Provide operations reports as required.
   -Operate and monitor Secondary Crash Net Telephone, making proper notification to airport management as required.
   -Operate and test communications equipment in accordance with routine procedures.
   -Maintain training documents and train others when needed.
   -Perform other duties or projects as assigned.

 

QUALIFICATIONS
EDUCATION:High School Diploma or equivalent
2 year degree in airport management or flight operations/ 2+ years in security or airfield operations
EXPERIENCE: Closed Circuit TV Monitoring/ Knowledge of FAA/FAR Regulations /Security Clearances.  Prior Exposure to the aviation industry is preferred.
LICENSE: Class C Driver License
TESTING: Must pass criminal background check.
